Right. For those of you that are reasonably far into the series will know that anyone of Vice Captain rank and above will get their power limited while in the real world.
The reason for this is simple. Captains and Vice Captains have reasonably INSANE amounts of Reiatsu. If a captain were to use all of their power in one go, it would decimate the surrounding area.
If you are of Vice Captain level or above, Your stats will be limited (only while in the real world, and then, until your limiter is released...)
Your Reiatsu stays the same as a stat. But for the purposes of adding power to one of your skills, you can use no more than 20% of that power. If you have 100 reiatsu, you will only be able to add to each attack by 20 points.
Your other skills... For any skill at or above 40 (base, not modified by shikai or bankai), that skill is limited by 20%. So someone with a base skill of 50, will have it limited to 40.
If you use shikai, your shikai bonus is added to your limited skill. the boost you get is not altered in any way. This means that if your shikai will normally add 10 to your skill, then it will still add 10 to your skill. Using the above example, someone with a skill of 50, has it limited to 40 while in the real world. They then go to shikai, which boosts it back up to 50. Their bankai then may add more to it, which is also not altered.
If you understand this completely, feel free to add it to your character sheet yourself. Use { } brackets to hold the skill levels you have while limited. For an example, My own character sheet (Hirako Tahoshi) has properly limited skills. Please follow this guide.
On the other hand, if you do not understand this completely, or do not feel you will get it right for any reason, PM me, and I will add them to your character sheet for you.

Getting your Limiter Released.
As in the series... If you want your limiter released, you must contact Seireitei, and request it. Depending on the mission being undertaken, this may be processed quickly, or it may be denied. If you are in a built up area, expect it to be denied, unless you can take the fight away from the city. If you are in a rural area, with spread out houses, then there is a higher chance it will be accepted, and processed.
That still doesn't mean it will be allowed.
Anyone found breaking the rules here will have to be punished. Trying to release your limiter without having it authorised will fail. Only myself, or the other two Admins have the power to authorise a release. If someone posts requesting it, and having it authorised, then the post will be deleted, and the user reprimanded.
Thankyou for reading this. I hope it makes sense.
