Ok Everyone. I realise the new rules have lots of stats, and I'm pretty sure some of you are thinking "how do i use this one?". This is to become the definitive guide on that. Please let me know if i miss anything!!
Number One. The statistics you have are more like a GUIDE than a set of facts. Yes, if you are a seated officer, with a block skill of 20, a Vasto Lorde with an attack skill of 80 is going to RAEP you. And he'll do it very quickly. No matter what your Reiatsu or health is, a difference of 60 will make short work of you.
If your block skill is 50 lower than their attack, or vice versa... It is also going to be a short fight. you may get one or two Lucky blocks, but thats about it. You're still going to hurt.
If your block skill fails by 40, then you can expect some pain. You're still going to lose, but you may be able to block some of it. Of course, if you have a high attack skill, you can keep on the offensive and save yourself.
This carries on getting better and better for you, until you are within 5 from theirs. This is going to be a VERY close fight, and may take a very long time to finish off. It'll probably be a fight of attrition, trading blow for blow and the like.
This works the same for Kidou, yours works against theirs, and differences mean more pain/less chance to save yourself. If someone weak throws a kidou at you, and your kidou is higher, chances are you'll feel the effects a little, but then shrug it off. If theirs is more than 40 points higher than yours, you're NOT going to be able to shrug it off. It'll HURT. Of course, Reiatsu can be used to boost your Kidou, to be able to shrug off an attack.
